In a series of internal musings and memos to his staff, then-Defense Secretary Donald H. Rumsfeld argued that Muslims avoid "physical labor" and wrote of the need to "keep elevating the threat," "link Iraq to Iran" and develop "bumper sticker statements" to rally public support for an increasingly unpopular war. The memos, often referred to as "snowflakes," shed light on Rumsfeld's brusque management style and on his efforts to address key challenges during his tenure as Pentagon chief. Spanning from 2002 to shortly after his resignation following the 2006 congressional elections, a sampling of his trademark missives obtained yesterday reveals a defense secretary disdainful of media criticism and driven to reshape public opinion of the Iraq war. Rumsfeld, whose sometimes abrasive approach often alienated other Cabinet members and White House staff members, produced 20 to 60 snowflakes a day and regularly poured out his thoughts in writing as the basis for developing policy, aides said. The memos are not classified but are marked "for official use only." As CA burns, where is the CA National Guard?

According to CNN, there are only 1,500 CA National Guardsmen fighting these fires. Where are the rest of our National Guardsmen, and why are they not helping to fight these fires? Are they in Iraq? If so, how many are still in California? To the best of my knowledge, there are about 20,000 CA Army National Guardsmen. When I called their office, I couldn't get a straight answer about how many CA Air National Guardsmen there are. I'm not sure why they won't tell me. They wanted to know who I was and why I wanted to know how many there were. What are they hiding? We all know that our guardsmen are in Iraq protecting Halliburton and the Multi-national Oil Corporations. I think it's well past time to tell our Governor to Bring Our CA National Guard Home! Please call the governor's office and tell him that we want our Guard Home Now to protect our great state! Also, Barbara Boxer had this to say last month: “The California National Guard has lost so much equipment as a result of the war in Iraq that, according to the Secretary of the Army, the Guard may lack the capability to respond to a large scale emergency such as a catastrophic earthquake or major flood. This is unacceptable. My amendment will help Congress get a more accurate picture of the Guard’s equipment shortages and needs so we can ensure we are fully prepared to respond to domestic emergencies. Blackwater founder Erik Prince at the hearing proudly defended his employees as “Americans working for America protecting Americans.” But a congressional staff report, drawn from Blackwater and State Department internal reports and e-mails, recounts derring-don’t stories of shootings and reckless road smashups. A brigadier general in Iraq, Karl Horst, has complained that security contractors “run loose in this country” and that the Army has “no authority” to rein them in. End the War

He has trounced upon our Constitution one more time. I'm not sure how many times I can say we are going down a slippery slope towards fascism, but this "Presidential Directive" should wake everyone up!!
To sum this up, Bush can declare dictatorial powers during a "Catastrophic Emergency" (meaning any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions). As noted on this site (emphasis mine), "When the president determines a catastrophic emergency has occurred, the president can take over all government functions and direct all private sector activities to ensure we will emerge from the emergency with an "enduring constitutional government."
Please contact your representative and ask them if they are aware of this and to comment on it.

WHEREAS, Blackwater USA, a North Carolina-based private security firm under contract to the Pentagon to supply armed personnel for duties in the Iraq War, proposes to build a large mercenary and paramilitary training compound called Blackwater West near Potrero, in San Diego County, on an 824-acre parcel that includes Cleveland National Forest acreage, borders a proposed wilderness area adjacent to the Hauser Wilderness, and is both an important watershed and an environmentally sensitive habitat for wildlife; said mercenary and paramilitary activities are inherently dangerous and pose serious risks--including severe fire danger--to surrounding communities and wilderness areas, will deplete groundwater, substantially increase traffic, increase noise from shooting ranges, driving track, and helicopter activities, among many other environmental concerns. If not, then let me tell you that Blackwater (Bush's private mercenary army - Fallujah, Iraq / New Orleans) is trying to open a private military training facility here in California (near San Diego). Apparently Gov. Arnold is fully supportive of this. We must stop this NOW before it's too late! It is the only one in which the profits are reckoned in dollars and the losses in lives. A racket is best described, I believe, as something that is not what it seems to the majority of the people. Only a small "inside" group knows what it is about. It is conducted for the benefit of the very few, at the expense of the very many. Out of war a few people make huge fortunes. In the World War [I] a mere handful garnered the profits of the conflict. At least 21,000 new millionaires and billionaires were made in the United States during the World War.
